Subglobal climate-change actions and carbon leakage: the implication of international capital flows
نویسنده
چکیده
The climate-change agreement negotiated in Kyoto obliges the OECD countries to initiate the international effort of abating the anthropogenic greenhouse gas emissions. In the event that such an initiative is taken, the associated competitive pressures may induce Ž significant offsetting increases in non-OECD emissions a process generally known as . leakage . The current models used to study these competitive effects have adopted an empirically inconsistent view of the world that international capital markets are perfectly integrated. To the extent that restrictions on the international mobility of capital affect regional investment decisions, it might be expected that the competitive impacts drawn from these models could significantly be altered. This paper addresses this issue. The paper suggests that these competitive effects are not really contingent on capital flows. With a regionally disaggregated dynamic model of the world economy, we show a quite robust result that carbon leakage is virtually unaffected by the presence of restrictions on the mobility of international capital. 2001 Elsevier Science B.V. Interpreting China's carbon flows.
Feng et al. present an insightful analysis of China’s interregional carbon flows, using a consumption-based approach and multiple region input–output model (1). Their report shows convincingly that the production, consumption, and export of high-value goods and services in rich regions depend upon the emissions-intensive products from poorer regions in China, consistent with what has become cle...
متن کاملCarbon Leakage in a Small Open Economy with Capital Mobility
When international prices and foreign environmental policies are unaffected by domestic actions, carbon leakage is generated through the substitution of carbon-intensive domestic products with imports. This paper studies this “small open economy” leakage effect, using a numerical general equilibrium model of the Italian economy. The comparison of alternative simulation scenarios highlights that...
متن کاملClimate change policy and international trade: Policy considerations in the US
Significant recent attention, in both research and policy realms, has been given to the intersection of international trade and global climate change. Trade presents challenges to climate policy through carbon leakage and competitiveness concerns, but also potential solutions through the use of cooperative trade agreements, technology transfer, or carbon tariffs against recalcitrant nations. Th...
متن کاملWhy finance ministers favor carbon taxes, even if they do not take climate change into account -
Fiscal considerations may shift governmental priorities away from environmental concerns: Finance ministers face strong demand for public expenditures such as infrastructure investments but they are constrained by international tax competition. We develop a multi-region model of tax competition and resource extraction to assess the fiscal incentive of imposing a tax on carbon rather than on cap...
متن کاملClimate change effects on economic growth: mixed empirical evidence
West Africa is vulnerable to the effects of climate change. This paper analyzed the impacts of climate change on economic growth in Anglophone West Africa with similar background, during the periods 1969-2016. Five growth model equations have been developed to incorporate climate change variables into the model. Panel data estimations such as the fixed effect model, random effect model and Haus...
